Job Overview:

NEECA is seeking a seasoned Technical Sectoral Expert (Industry) to lead national efforts in promoting energy efficiency and conservation within Pakistan’s industrial sector. This role is pivotal in achieving NEECA’s five-year goal of 3 MTOE energy savings, with 1.3 MTOE targeted through EE&C programs in key sectors, particularly industry. The expert will drive strategy, implement technical programs, and ensure compliance with NEECA’s regulatory framework.

Key Responsibilities:

• Lead and strategize technical initiatives under NEECA’s industrial EE&C mandate.

• Plan and implement energy efficiency programs across major industries (cement, textile, sugar, etc.).

• Develop and monitor sector-specific strategic and business plans.

• Provide technical inputs on standards, labeling, and energy audits.

• Coordinate with internal teams, vendors, and international partners/donors.

• Assist in developing project documentation (PC-1s, concept notes, feasibility studies).

• Conduct training, awareness campaigns, and capacity building in energy efficiency.

• Contribute to national policies (e.g., EV policy, building codes, appliance standards).

Deliverables:

• Draft industrial energy efficiency strategic plans.

• Develop and review standards, labeling regimes, and energy conservation codes.

• Prepare monthly progress reports and track project KPIs.

• Identify EE barriers and recommend industry-specific interventions.

Key Performance Indicators (KPIs):

• Number and quality of PC-1s, concept notes, and feasibility reports.

• Implementation and monitoring of EE&C action plans.

• Identified and addressed barriers to industrial energy efficiency.

• Monthly reporting and progress on technical tasks.

Qualification & Experience:

• Minimum Education: BSc Engineering (Electrical, Mechanical, Mechatronics, or Chemical) from an HEC-recognized institution.

• Preferred: Postgraduate qualification in a relevant energy field.

Experience: 6–8 years total experience, including a minimum of 3 years in industrial energy efficiency.
